Service Seeks to Bring Coastal Barrier Resources System Maps Into Digital Age
On April 7, 2009, the U.S. Fish and Wildlife Service released to the public its Report to Congress: John H. Chafee Coastal Barrier Resources System Digital Mapping Pilot Project and announced the start of a 90-day public comment period.  The report, which was directed by the Coastal Barrier Resources Reauthorization Act of 2000 (P.L. 106-514), highlights the benefits of updating Coastal Barrier Resources System (CBRS) maps with more accurate and precise digital maps to better protect people, coastal areas and natural resources.  On June 29, 2009, the Service announced a 30-day extension to the public comment period through August 5, 2009 and the opportunity for the public to participate in virtual public meetings via webcast and teleconference on July 14 and 15, 2009. 

We invite the public to review and comment on the report to Congress and draft maps created for the 70 pilot project units.  We must receive comments on or before August 5, 2009.  Mail or hand-deliver comments to: Coastal Barriers Coordinator, Division of Habitat and Resource Conservation, U.S. Fish and Wildlife Service, 4401 N. The Coastal Barrier Resources Act (CBRA) of 1982 established the John H. Chafee Coastal Barrier Resources System (CBRS), comprised of undeveloped coastal barriers along the Atlantic, Gulf, and Great Lakes coasts. The law encourages the conservation of hurricane prone, biologically rich coastal barriers by restricting Federal expenditures that encourage development, such as Federal flood insurance through the National Flood Insurance Program. CBRA is a free-market approach to conservation. These areas can be developed, but Federal taxpayers do not underwrite the investments. CBRA saves taxpayer dollars and encourages conservation at the same time. CBRA has saved over $1 billion and will save millions more in the future. Approximately 3.1 million acres of land and associated aquatic habitat are part of the CBRS. The Fish and Wildlife Service maintains the repository for CBRA maps enacted by Congress that depict the CBRS. The Service also advises Federal agencies, landowners, and Congress regarding whether properties are in or out of the CBRS, and what kind of Federal expenditures are allowed in the CBRS.

Avoiding Sunshine Law controversy in Okaloosa County FL

With state's attorney general in the news with cases like state Rep. Ray Sansom and Northwest Florida State College.

Walton County lawsuit still in the news cycle attorney Matt Gaetz filed a complaint April 16 on behalf of Suzanne Harris, president of the Edgewater Beach Owners' Association in Santa Rosa Beach.

 

Santa Rosa County's commissioners have become the latest with three present and two former commissioners having been implicated in activities.

The steps annoucned this week makes me think that Okaloosa County knows A state-mandated records-keeping manual requires every agency to document what its files contain, how its public records may be accessed and used, and how they may be updated, added and deleted from the system.Okaloosa County's custodian is risk manager James Taylor.

In an announcement this week Okaloosa County Administrator Jim Curry stated he does not want the same type of sunshine law violation complaints in his county that Santa Rosa is facing. Curry had a discussion about maintaining and providing public records created on private e-mail accounts at last  Tuesday's Okaloosa County Commission meeting.

Aviva to launch 1.7 billion investment fund

CNBC-Reported that aviva is to launch a 1.7 billion dollar investment fund.

British insurer Aviva (AV.L) will launch a new 1 billion pound investment fund to buy and rent out new residential property along with two partners, according to the Financial Times.

The report said Aviva, would launch the fund with property consultants being CB Richard Ellis and an unnamed major U.S. residential manager.

The venture would pre-order purpose-built residential blocks in the southeast to rent out, mainly around large transport hubs and significant regeneration sites that have stalled due to the economic downturn, the Financial Times reported.

"We feel the economics are right given where the market is heading. There is appetite for renting that hasn't been there before," the Financial Times quoted Aviva's head of UK specialist property, Andrew Appleyard.
